In 2010, the UN Office for Disaster and Risk Reduction launched the five-year <em class=\"markup--em markup--p-em\">Making Cities Resilient <\/em>campaign (<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/www.unisdr.org\/we\/campaign\/cities\" target=\"_blank\" rel=\"nofollow noopener\" data-href=\"https:\/\/www.unisdr.org\/we\/campaign\/cities\">UNISDR, 2015<\/a>).<\/p>\n<p id=\"088c\" class=\"graf graf--p graf-after--p\">A 2012 report to the Secretary-General of the UN, prepared by the high-level panel on global sustainability and entitled <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/uscib.org\/docs\/GSPReportOverview_A4%20size.pdf\" target=\"_blank\" rel=\"nofollow noopener\" data-href=\"http:\/\/uscib.org\/docs\/GSPReportOverview_A4%20size.pdf\"><em class=\"markup--em markup--p-em\">Resilient People, Resilient Planet\u200a\u2014\u200aA Future Worth Choosing<\/em><\/a>, recommends three broad strategic actions: i) empowering people to make sustainable choices, ii) working towards a sustainable economy, and iii) strengthening institutional governance (UNGSP, 2012, p.79).<\/p>\n<p id=\"2ee7\" class=\"graf graf--p graf-after--p\">The 2013 World Bank report on <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/documents.worldbank.org\/curated\/en\/762871468148506173\/pdf\/826480WP0v10Bu0130Box37986200OUO090.pdf\" target=\"_blank\" rel=\"nofollow noopener\" data-href=\"http:\/\/documents.worldbank.org\/curated\/en\/762871468148506173\/pdf\/826480WP0v10Bu0130Box37986200OUO090.pdf\"><em class=\"markup--em markup--p-em\">Building Resilience<\/em><\/a> recommends that the \u201cinternational community should lead by example by further promoting approaches that progressively link climate and disaster resilience to broader development paths, and funding them appropriately\u201d (World Bank, 2013: ix). In the UK there are now community resilience officers in local councils and the National Health Service.<\/p>\n<p id=\"d3c9\" class=\"graf graf--p graf-after--p\">The Rockefeller Foundation\u2019s <em class=\"markup--em markup--p-em\">100 <\/em><a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/www.100resilientcities.org\/#\/-_\/\" target=\"_blank\" rel=\"nofollow noopener\" data-href=\"http:\/\/www.100resilientcities.org\/#\/-_\/\"><em class=\"markup--em markup--p-em\">Resilient Cities <\/em><\/a><em class=\"markup--em markup--p-em\">Challenge\u200a<\/em>\u2014\u200afunded with $100 million\u200a\u2014\u200asays it \u201cis dedicated to helping cities around the world become more resilient to the physical, social and economic challenges that are a growing part of the 21st century\u201d. The initiative will support 100 cities financially to enable them to employ \u2018chief resilience officers\u2019 (CROs). The city of San Francisco hired Patrick Otellini as the world\u2019s first CRO in early 2014 and by December 2014 another 64 cities had received funding to support this important whole-systems integration role in their city councils and town halls.<\/p>\n<p id=\"49ed\" class=\"graf graf--p graf-after--p\">The Advisory Council on Global Change (WBGU)\u200a\u2014\u200athe German government\u2019s foresight unit\u200a\u2014\u200apublished a 400-page report in 2011, entitled <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/www.wbgu.de\/en\/flagship-reports\/fr-2011-a-social-contract\/\" target=\"_blank\" rel=\"nofollow noopener\" data-href=\"http:\/\/www.wbgu.de\/en\/flagship-reports\/fr-2011-a-social-contract\/\"><em class=\"markup--em markup--p-em\">World in Transition: A New Social Contract for Sustainability<\/em><\/a>.
