Wyoming&#8217;s bill is essentially a copy-paste version of template legislation produced by the conservative, corporate-funded <a href=\"https:\/\/www.desmogblog.com\/american-legislative-exchange-council\" target=\"_blank\" rel=\"noopener\">American Legislative Exchange Council (<span class=\"caps\">ALEC<\/span>)<\/a>.<\/p>\n<p>At the organization&#8217;s December meeting, <span class=\"caps\">ALEC<\/span> members voted on the model bill,\u00a0the <a href=\"https:\/\/www.desmogblog.com\/2017\/12\/11\/alec-model-bill-pipeline-protesters\" target=\"_blank\" rel=\"noopener\">Critical Infrastructure Protection Act<\/a>, which afterward was introduced in both <a href=\"https:\/\/www.desmogblog.com\/2018\/01\/31\/iowa-bill-alec-criminalize-pipeline-protest\" target=\"_blank\" rel=\"noopener\">Iowa<\/a> and <a href=\"https:\/\/theintercept.com\/2018\/02\/02\/ohio-iowa-pipeline-protest-critical-infrastructure-bills\/\" target=\"_blank\" rel=\"noopener\">Ohio<\/a>.<\/p>\n<p>Like the <span class=\"caps\">ALEC<\/span> version, <a href=\"http:\/\/legisweb.state.wy.us\/2018\/Introduced\/SF0074.pdf\" target=\"_blank\" rel=\"noopener\">Wyoming&#8217;s Senate File 74<\/a>\u00a0makes \u201cimpeding critical infrastructure \u2026 a felony punishable by imprisonment for not more than ten (10) years, a fine of not more than one hundred thousand dollars ($100,000.00), or both.\u201d Two of the bill sponsors of <span class=\"caps\">SF<\/span> 74, Republican Sens. Eli Bebout and Nathan Winters, are <a href=\"https:\/\/www.sourcewatch.org\/index.php\/Wyoming_ALEC_Politicians\" target=\"_blank\" rel=\"noopener\"><span class=\"caps\">ALEC<\/span> members<\/a>.\u00a0<span class=\"caps\">SF<\/span> 74 has <a href=\"http:\/\/lso.wyoleg.gov\/Legislation\/2018\/SF0074\" target=\"_blank\" rel=\"noopener\">passed\u00a0unanimously<\/a> out of its Senate Judiciary Committee and now moves onto the full\u00a0floor.<\/p>\n<p><span class=\"caps\">ALEC<\/span>&#8216;s model bill, in turn, was based on two\u00a0<a href=\"https:\/\/www.desmogblog.com\/2017\/12\/11\/alec-model-bill-pipeline-protesters\" target=\"_blank\" rel=\"noopener\">Oklahoma bills,\u00a0<span class=\"caps\">HB<\/span> 1123 and <span class=\"caps\">HB<\/span> 2128<\/a>. The Sooner State bills,\u00a0now official state law, likewise impose\u00a0felony sentencing,\u00a010 years in prison, and\/or\u00a0a $100,000 fine on individuals who\u00a0\u201cwillfully damage, destroy, vandalize, deface, or tamper with equipment in a critical infrastructure facility.\u201d As DeSmog has reported, the <a href=\"https:\/\/www.desmogblog.com\/2018\/01\/31\/iowa-bill-alec-criminalize-pipeline-protest\" target=\"_blank\" rel=\"noopener\">Iowa bill<\/a> has the lobbying support of <a href=\"https:\/\/www.desmogblog.com\/directory\/vocabulary\/19688\" target=\"_blank\" rel=\"noopener\">Energy Transfer Partners<\/a>\u00a0\u2014 the owner of the <a href=\"https:\/\/www.desmogblog.com\/energy-transfer-partners-bakken-oil-pipeline-through-iowa\" target=\"_blank\" rel=\"noopener\">Dakota Access pipeline<\/a>\u00a0(<span class=\"caps\">DAPL<\/span>) which runs through the state \u2014 as well as that of the <a href=\"https:\/\/www.desmogblog.com\/american-petroleum-institute\" target=\"_blank\" rel=\"noopener\">American Petroleum Institute<\/a> and other oil and gas industry\u00a0companies.<\/p>\n<p>&#8230;click on the above link to read the rest of the article&#8230;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n","protected":false},"excerpt":{"rendered":"<p>Wyoming Now Third State to Propose ALEC Bill Cracking Down on Pipeline Protests On the heels of Iowa and Ohio, Wyoming has become the third state to introduce\u00a0a bill criminalizing\u00a0the type of activities undertaken by past oil and gas pipeline\u00a0protesters.
