EVEN WIKILEAKS HATERS SHOULDN\u2019T WANT IT LABELED A \u201cHOSTILE INTELLIGENCE AGENCY\u201d<\/a><\/h3>\n

IT USED TO<\/u> be easy to cheer on WikiLeaks. But since 2010, many (myself included) have watched with dismay as WikiLeaks slid from the outlet\u00a0courageous\u00a0enough to host Chelsea Manning\u2019s data dump to a murky melange of bad-faith propagandizing and newsworthy disclosures. At a time when WikiLeaks and its founder are willing to help push \u201cPizzagate<\/a>,\u201d and unable to\u00a0tweet about sunglasses<\/a> sans conspiracy-think, it\u2019s not unfair to view Julian Assange as being motivated as much by his\u00a0various axes to grind as he is by a\u00a0zeal for transparency. But even the harshest WikiLeaks critics should resist the Senate\u2019s attempt to brand the website a\u00a0\u201cnon-state hostile intelligence service\u201d in\u00a0the 2018 intelligence authorization bill.<\/div>\n<\/div>\n

Ron Wyden\u00a0isn\u2019t a friend of WikiLeaks. In May<\/a>, the Oregon senator\u2019s\u00a0office tweeted that it was an \u201cestablished fact\u201d that \u201cTrump actively encouraged Russians & WikiLeaks to attack our democracy,\u201d and pointed out, with suspicion, President Donald Trump\u2019s praise for WikiLeaks during the campaign. Like\u00a0his Democratic colleagues on the Senate Intelligence Committee, Wyden\u00a0embraced the tough language on Russian meddling that had been folded into\u00a0the nation\u2019s spy budget, but unlike them he voted against the reauthorization bill\u00a0because of\u00a0this sentence: \u201cIt is the sense of Congress that WikiLeaks and the senior leadership of WikiLeaks resemble a non-state hostile intelligence service often abetted by state actors and should be treated as such a service by the United States.\u201d<\/p>\n

So, what\u2019s a \u201cnon-state hostile intelligence service\u201d? That\u2019s a great question, given that an \u201cintelligence service\u201d is a spy agency, and spy agencies are the tools of governments, and therefore not stateless.<\/p>\n
