The two bills are part of a nationwide trend in anti-protest laws\u00a0meant to significantly increase legal penalties for civil disobedience. The Oklahoma law signed this week is unique, however, in its broad targeting of groups \u201cconspiring\u201d with protesters accused of trespassing. It takes aim at environmental organizations Republicans have blamed for anti-pipeline protests that have become costly for local governments.<\/p>\n<p>The statute Oklahoma governor Mary Fallin <a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=HB1123&amp;Session=1700\">approved<\/a> Wednesday was rushed into immediate effect under a provision that declared the situation \u201can emergency.\u201d It will dramatically increase penalties against protesters who trespass on property containing a \u201ccritical infrastructure facility.\u201d<\/p>\n<p>Under the newly signed <a href=\"http:\/\/webserver1.lsb.state.ok.us\/cf_pdf\/2017-18%20ENR\/hB\/HB1123%20ENR.PDF\">trespassing law<\/a> individuals will face a felony and a minimum $10,000 fine if a court determines they entered property intending to damage, vandalize, deface, \u201cimpede or inhibit operations of the facility.\u201d Should the trespasser actually succeed in \u201ctampering\u201d with the infrastructure, they face a $100,000 fine or ten years of imprisonment.<\/p>\n<p>Significantly, the statute also implicates any organization \u201cfound to be a conspirator\u201d with the trespasser, threatening collaborator groups with a fine \u201cten times\u201d that imposed on the intruder \u2014 as much as $1 million in cases involving damage.<\/p>\n<p>A section of the law defining \u201ccritical infrastructure\u201d includes various types of fossil fuel facilities. Oklahoma is a center of the oil and gas industry and home of the self-styled \u201c<a href=\"http:\/\/www.tulsaworld.com\/business\/energy\/cushing-the-pipeline-crossroads-of-the-world\/article_bba76566-248d-544b-b834-879764e90f2d.html\">Pipeline Crossroads of the World<\/a>\u201d in Cushing. The state has seen a dramatic <a href=\"https:\/\/insideclimatenews.org\/news\/02052017\/oklahoma-largest-earthquake-oil-gas-wastewater-injection\">increase<\/a> in earthquakes since the nation\u2019s fracking boom began, as companies began pumping wastewater produced from hydraulic fracturing underground.
