U.S. ambassador Nikki Haley is the latest official to confirm that point. In a speech on February 2, Haley emphasized that the United States intended to maintain economic sanctions against Russia\u00a0<a href=\"http:\/\/www.cnn.com\/2017\/02\/02\/politics\/haley-russia-un\/\" target=\"_blank\">until Moscow returned the peninsula<\/a>\u00a0to Ukraine. \u201cCrimea is a part of Ukraine,\u201d she stated bluntly.\u00a0<a href=\"https:\/\/www.yahoo.com\/news\/trumps-envoy-un-warns-russia-us-stands-firm-175958794.html\" target=\"_blank\">She reiterated<\/a>\u00a0Washington\u2019s firm position in remarks to the UN Security Council on February 21.<\/p>\n<p>That stance is nearly identical to the Obama administration\u2019s policy. Former secretary of state John Kerry blasted Russia\u2019s action\u00a0<a href=\"http:\/\/www.reuters.com\/article\/us-ukraine-crisis-usa-kerry-idUSBREA210DG20140302\" target=\"_blank\">from the outset<\/a>. \u201cYou just don&#8217;t in the twenty-first century behave in nineteenth-century fashion by invading another country on completely trumped up pretext,\u201d he fumed. \u201cRussia is in violation of the sovereignty of Ukraine. Russia is in violation of its international obligations.\u201d<\/p>\n<p><a href=\"https:\/\/www.cato.org\/blog\/trumps-retreat-realism-accelerates-case-crimea\" target=\"_blank\">I\u2019ve written elsewhere<\/a>\u00a0how the Trump administration\u2019s stance on Crimea epitomizes the president\u2019s rapid retreat from foreign-policy realism. But the Crimea case also illustrates a long-standing problem with U.S. foreign policy: a willingness to employ blatant double standards.<\/p>\n<p>Numerous U.S. officials over the decades have insisted that territorial changes achieved through military force are illegitimate, and that Washington will not countenance such behavior. Crimea is merely the latest application of that policy. George H. W. Bush took an uncompromising stance regarding Iraq\u2019s invasion and occupation of Kuwait, and unlike the Obama and Trump administrations, even waged a war to reverse the result. Addressing a joint session of Congress to justify America\u2019s entry into the Persian Gulf War,\u00a0<a href=\"http:\/\/millercenter.org\/president\/bush\/speeches\/speech-5529\" target=\"_blank\">he stated<\/a>: \u201cA puppet regime imposed from the outside is unacceptable.
