Then, Biden picked up again: \u201cWe have the capacity to do it, and, uh,\u201d and Todd interrupted him there with \u201cHe\u2019ll know it?\u201d Biden replied: \u201cHe\u2019ll know it, and it\u2019ll be at a time of our choosing, and under circumstances that have the greatest impact. Uh, the capacity to do, to fundamentally alter the election, is not what people think; and, uh, I tell you what: to the extent that they do [\u2018do\u2019 presumably meaning: fundamentally alter the election], we will be proportionate in what we do. And, uh,\u201d Todd again interrupted his interviewee, and said, \u201cSo, a message is going to be sent. Will the public know?\u201d Biden replied, \u201cHope not.\u201d<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Of course, that \u201cHope not\u201d could mean many things. It might mean: A blitz nuclear attack in line with our government\u2019s belief that we now enjoy\u00a0<a title=\"Nuclear Primacy\" href=\"http:\/\/www.dartmouth.edu\/~dpress\/docs\/Press_Rise_US_Nuclear_Primacy_FA.pdf\" target=\"_blank\"><span class=\"s3\">Nuclear Primacy<\/span><\/a>\u00a0(an idea that was first\u00a0<a title=\"published by the Council on Foreign Relations\" href=\"https:\/\/www.foreignaffairs.com\/articles\/united-states\/2006-03-01\/rise-us-nuclear-primacy\" target=\"_blank\"><span class=\"s3\">published by the Council on Foreign Relations<\/span><\/a>\u00a0in 2006, and which has never yet been renounced by the U.S. government, during the decade since). That would be very much a public response, which Biden would \u201chope not\u201d to be \u2019necessary\u2019.
