It&#8217;s entitled, \u201cThe Brief No One\u00a0Filed.\u201d<\/p>\n<p>It was issued by\u00a0<span class=\"caps\">U.S.<\/span>\u00a0Senators Sheldon Whitehouse, Harry Reid, Barbara Boxer, and Edward J. Markey \u2014 some of the most powerful Democrats in the Senate. Senators Whitehouse, Boxer, and Markey serve on the Environment and Public Works Committee, while Sen.
