You and I as rate payers will end up paying $7 billion bucks for something we get nothing\u00a0for.\u201d<\/p>\n<p>Since 2005, domestic demand for electricity in\u00a0<span class=\"caps\">B.C.<\/span>\u00a0has been essentially flat, making it difficult to justify the dam which will flood 107 kilometres of the Peace River and\u00a0<a href=\"http:\/\/desmog.ca\/2016\/01\/07\/impact-site-c-dam-b-c-farmland-far-more-dire-reported-local-farmers-show\" target=\"_blank\">destroy thousands of hectares<\/a>\u00a0of prime agricultural land.<\/p>\n<p><span class=\"dquo\">\u201c<\/span>There is no need for Site C,\u201d Swain says. \u201cIf there was a need, we could meet it with a variety of other renewable and smaller scale\u00a0sources.\u201d<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?href=https%3A%2F%2Fwww.facebook.com%2FDesmogCanada%2Fvideos%2F847938058645089%2F&amp;width=800&amp;show_text=false&amp;appId=185965248412076&amp;height=345\" width=\"800\" height=\"345\" frameborder=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p>With a price tag of $8.8 billion, Site C dam is the most expensive public infrastructure project in B.C.\u2019s history. The joint review panel that Swain chaired found demand for the power had not been proven and called for the project to be reviewed by the\u00a0<span class=\"caps\">B.C.<\/span>\u00a0Utilities Commission \u2014 a recommendation the\u00a0<span class=\"caps\">B.C.<\/span>\u00a0government\u00a0ignored.<\/p>\n<p>Swain first spoke out about the Site C dam\u00a0<a href=\"http:\/\/desmog.ca\/2015\/03\/10\/exclusive-b-c-government-should-have-deferred-site-c-dam-decision-chair-joint-review-panel\" target=\"_blank\">last year<\/a>, but this is the first video interview on the subject with the former deputy minister of Indian and Northern Affairs.<\/p>\n<p><span class=\"dquo\">\u201c<\/span>The provinces have the responsibility for the management of natural resources.
