And lawmakers said\u00a0<span class=\"caps\">SB<\/span>\u00a0380 will buy time to fix the larger problem of weak regulations that allowed this disaster to\u00a0happen.<\/div>\n<\/div>\n<div class=\"field field-name-body field-type-text-with-summary field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<p>Aliso Canyon is the largest natural gas storage facility in the western\u00a0<span class=\"caps\">U.S.<\/span>\u00a0and the site of the October, 2015 blowout that spewed nearly 100,000 tons of methane into the skies above the San Fernando Valley in Los Angeles for nearly four\u00a0months.<\/p>\n<p>The bill was co-authored by\u00a0<a href=\"http:\/\/sd27.senate.ca.gov\/news\/2016-02-23-assembly-committee-approves-senator-pavleys-bill-ensure-safety-aliso-canyon-gas\" target=\"_blank\">Senator Fran Pavley<\/a>\u00a0(D-Agoura Hills), and Assemblyman Scott Wilk presented\u00a0<span class=\"caps\">SB<\/span>\u00a0380 on the floor of the Assembly on April 28 and it passed both chambers with overwhelming bipartisan\u00a0support.<\/p>\n<p>The new law requires that all 114 wells at Aliso Canyon undergo additional tests to detect any possible\u00a0leaks.<\/p>\n<p>Wells can go back into use only after passing four additional structural integrity tests, and wells that have not been fully tested and certified must be temporarily plugged and isolated from the\u00a0facility.<\/p>\n<p>New injections could only resume if well integrity is proven \u201cto prevent damage to life, health, property, and natural resources and other\u00a0requirements.\u201d<\/p>\n<p>Senator Pavley said in a prepared statement that the law \u201cputs public safety\u00a0first.\u201d<\/p>\n<blockquote><p><span class=\"dquo\">\u201c<\/span>Now that the news cameras have left Aliso Canyon and moved on, the governor and the Legislature have shown that their memories are vivid and that a hard lesson has been learned.
