{"id":19391,"date":"2016-04-01T11:13:24","date_gmt":"2016-04-01T16:13:24","guid":{"rendered":"http:\/\/olduvai.ca\/?p=19391"},"modified":"2016-04-01T11:13:24","modified_gmt":"2016-04-01T16:13:24","slug":"intelligence-community-olive-branch-on-data-sharing-greeted-with-skepticism","status":"publish","type":"post","link":"https:\/\/olduvai.ca\/?p=19391","title":{"rendered":"Intelligence Community Olive Branch on Data Sharing Greeted With Skepticism"},"content":{"rendered":"<div class=\"Post-header\" data-reactid=\".ti.1.0.0\">\n<div class=\"Post-header-grid\" data-reactid=\".ti.1.0.0.3\">\n<div class=\"Post-header-row\" data-reactid=\".ti.1.0.0.3.0\">\n<div class=\"Post-header-block\" data-reactid=\".ti.1.0.0.3.0.1\">\n<div data-reactid=\".ti.1.0.0.3.0.1.0\">\n<div class=\"Post-title-block\" data-reactid=\".ti.1.0.0.3.0.1.0.1\">\n<h3 class=\"Post-title\" data-reactid=\".ti.1.0.0.3.0.1.0.1.0\"><a class=\"Post-title-link\" href=\"https:\/\/theintercept.com\/2016\/04\/01\/intelligence-community-olive-branch-on-data-sharing-greeted-with-skepticism\/\" data-reactid=\".ti.1.0.0.3.0.1.0.1.0.0\">Intelligence Community Olive Branch on Data Sharing Greeted With Skepticism<\/a><\/h3>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"Post-body\" data-reactid=\".ti.1.0.1\">\n<div class=\"Post-content-block-outer\" data-reactid=\".ti.1.0.1.1\">\n<div class=\"GridContainer\" data-reactid=\".ti.1.0.1.1.0\">\n<div class=\"GridRow\" data-reactid=\".ti.1.0.1.1.0.0\">\n<div class=\"Post-content-block\" data-reactid=\".ti.1.0.1.1.0.0.0\">\n<div class=\"Post-content-block-inner\" data-reactid=\".ti.1.0.1.1.0.0.0.0\">\n<div class=\"PostContent\" data-reactid=\".ti.1.0.1.1.0.0.0.0.1\">\n<div data-reactid=\".ti.1.0.1.1.0.0.0.0.1.$p-0\">\n<p>TOP INTELLIGENCE\u00a0COMMUNITY\u00a0lawyer Robert Litt\u00a0<a href=\"https:\/\/www.justsecurity.org\/30327\/intelligence-sharing-procedures-not-law-enforcement\/\">has offfered<\/a>\u00a0a rare olive branch to privacy advocates on Wednesday, in the form of information.<\/p>\n<p>In a\u00a0<a href=\"https:\/\/www.justsecurity.org\/30327\/intelligence-sharing-procedures-not-law-enforcement\/\">post<\/a>\u00a0on one of their favorite blogs on Wednesday, Litt, general counsel for the Office of the Director of National Intelligence, outlined new intelligence data-sharing guidelines\u00a0that\u00a0he said will be released soon.<\/p>\n<p>The\u00a0post, on\u00a0<em><a href=\"http:\/\/justsecurity.org\/\">Just Security<\/a>,<\/em>\u00a0was essentially a response to\u00a0<a href=\"http:\/\/www.nytimes.com\/2016\/02\/26\/us\/politics\/obama-administration-set-to-expand-sharing-of-data-that-nsa-intercepts.html?_r=0\">reporting<\/a>\u00a0last month from the\u00a0<em>New York Times\u2019s<\/em>\u00a0Charlie Savage that the NSA would soon be sharing with other government agencies the raw, unfiltered intelligence from the depths of its massive overseas spying programs.<\/p>\n<p>\u201cThere has been a lot of speculation about the content of proposed procedures that are being drafted to authorize the sharing of unevaluated signals intelligence,\u201d Litt wrote.<\/p>\n<p>The\u00a0<em>New York Times<\/em>\u00a0story raised concerns that the data, which inevitably includes information about Americans, would become too easily accessible by intelligence agencies including the FBI, potentially leading to fishing expeditions.<\/p>\n<p>Litt provided his assurances that \u201cthese procedures are not about law enforcement, but about improving our intelligence capabilities.\u201d<\/p>\n<p>He also emphasized that there would be no additional collection of information\u2014and that all the same privacy protections that currently exist will apply.<\/p>\n<p>Privacy advocates and policy analysts interviewed by\u00a0<em>The Intercept<\/em>\u00a0were pleased Litt made the effort to reach out, noting some positive features of his announcement\u2014<a href=\"https:\/\/twitter.com\/JakeLaperruque\/status\/715524880045842432\">like<\/a>\u00a0the possible restriction on sharing intelligence with state and local law enforcers.<\/p>\n<p>Nathan White, senior legislative manager for digital rights organization Access Now, had\u00a0<a href=\"https:\/\/www.justsecurity.org\/30300\/rules-fbi-access-12333\/\">entreated<\/a>\u00a0the intelligence community just the day before for more information on how the FBI would get access. \u201cI hope that Litt replied to my op-ed means they\u2019re taking these concerns seriously,\u201d White wrote in a message to\u00a0<em>The Intercept.<\/em><\/p>\n<p>&#8230;click on the above link to read the rest of the article&#8230;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Intelligence Community Olive Branch on Data Sharing Greeted With Skepticism TOP INTELLIGENCE\u00a0COMMUNITY\u00a0lawyer Robert Litt\u00a0has offfered\u00a0a rare olive branch to privacy advocates on Wednesday, in the form of information.
