The number of reports also account for less than half the number of days the agency claims it spent inspecting the pipeline while it was being constructed.<\/p>\n<p>Last year President Obama denied TransCanada a permit to build the northern route of the Keystone\u00a0<span class=\"caps\">XL<\/span>\u00a0pipeline across the U.S.-Canada border.But\u00a0<a href=\"http:\/\/www.huffingtonpost.com\/2012\/03\/22\/obama-keystone-xl-southern-segment_n_1371743.html\" target=\"_blank\">his administration had fast-tracked the construction<\/a>\u00a0of the southern leg of the project in 2012.<\/p>\n<p>The Keystone\u00a0<span class=\"caps\">XL<\/span>&#8216;s southern route, renamed the Keystone Gulf Coast Pipeline\u00a0when the project was split into sections, goes from Cushing, Oklahoma to the Gulf Coast.
