{"id":17291,"date":"2016-02-02T12:42:47","date_gmt":"2016-02-02T17:42:47","guid":{"rendered":"http:\/\/olduvai.ca\/?p=17291"},"modified":"2016-02-02T12:42:47","modified_gmt":"2016-02-02T17:42:47","slug":"g20-countries-must-improve-credibility-of-their-paris-climate-pledges-report-warns","status":"publish","type":"post","link":"https:\/\/olduvai.ca\/?p=17291","title":{"rendered":"G20 Countries Must Improve Credibility of Their Paris Climate Pledges, Report Warns"},"content":{"rendered":"<h3 id=\"page-title\" class=\"page__title title\"><a href=\"http:\/\/www.desmog.uk\/2016\/02\/01\/g20-countries-must-improve-credibility-their-paris-climate-pledges-report-warns\" target=\"_blank\">G20 Countries Must Improve Credibility of Their Paris Climate Pledges, Report Warns<\/a><\/h3>\n<article class=\"node-10270 node node-blog node-promoted view-mode-full clearfix\">\n<header>\n<p class=\"submitted desktop-only\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.desmog.uk\/sites\/beta.desmogblog.com\/files\/styles\/full_width_blog_image\/public\/blogimages\/Benxi_Steel_Industries_PhotobyAndreas%20Habichwikimedia.jpg?itok=pREil-GO\" alt=\"\" width=\"826\" height=\"551\" \/><\/p>\n<\/header>\n<div class=\"horizontal-social-bar horizontal-social-bar-top clearfix\"><\/div>\n<div class=\"field field-name-body field-type-text-with-summary field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<p>The credibility of countries\u2019 climate pledges agreed in Paris in December particularly those of the G20 nations must be strengthened, warns\u00a0<a href=\"http:\/\/www.lse.ac.uk\/GranthamInstitute\/wp-content\/uploads\/2016\/01\/Averchenkova-and-Bassi-2016.pdf\" target=\"_blank\">a new report<\/a>\u00a0out today.<\/p>\n<p>While much attention has been given to scrutinising the level of ambition of each country\u2019s intended nationally determined contribution (<span class=\"caps\">INDC<\/span>) in reducing greenhouse gas emissions, less focus has been paid to exactly how credible these pledges are.<\/p>\n<p>In December 2015 more than 180 countries\u00a0<a href=\"http:\/\/www.desmog.uk\/2015\/12\/12\/historic-paris-climate-deal-major-leap-mankind\" target=\"_blank\">agreed an historic deal<\/a>\u00a0to limit global warming to \u201cwell below 2C\u201d and to make every effort to keep temperature increase to\u00a01.5C.<\/p>\n<p>However the report, published by the Grantham Research Institute on Climate Change and the\u00a0<span class=\"caps\">ESRC<\/span>\u00a0Centre for Climate change Economics and Policy at the London School of Economics (<span class=\"caps\">LSE<\/span>), argues that countries should strengthen the credibility of their climate pledges in order to build confidence in the Paris Agreement.<\/p>\n<p>Most notably, the\u00a0<span class=\"caps\">LSE<\/span>\u00a0report shows that G20 countries scored lower on the degree of transparency, inclusiveness, and effectiveness of their decision-making processes. These countries also scored lower on the level of political constraints to limit policy reversal, and on the existence of dedicated and independent public bodies on climate change.<\/p>\n<p>Argentina, Canada, China, India, Indonesia and Saudi Arabia were singled out as those which \u201chave scope for significantly increasing credibility\u201d.<\/p>\n<p>The targets set by the\u00a0<span class=\"caps\">EU<\/span>\u00a0(and its individual member states) as well as South Korea were found to be \u201clargely supportive\u201d in terms of credibility while countries such as South Africa, the United States, Australia, Russia, and Brazil had a \u201csignificant weakness\u201d in at least one area.<\/p>\n<p>The report suggests that the credibility countries\u2019 climate targets can be increased by strengthening their policies and legislation as well as the transparency, effectiveness and inclusiveness of their decision-making process.
