Canada has condemned a spate of executions in Saudi Arabia, but says\u00a0it won’t call down<\/a>\u00a0its $15\u00a0billion armoured vehicles deal with the kingdom. While that deal may be the biggest,\u00a0it’s not Canada’s only arms deal with countries with human rights issues and internal conflicts.\u00a0Cesar Jaramillo<\/a>, Executive Director of\u00a0Project Ploughshares<\/a>, argues that Canada is breaking international agreements and Canadian law by failing to be transparent about\u00a0arms deals with countries including Afghanistan,\u00a0Egypt, Libya, Ukraine, Bahrain, Iraq, Colombia, and others<\/a>.<\/p>\n<\/div>\n<\/div>\n

This interview has been edited for clarity and length.<\/em><\/p>\n

Brent Bambury:\u00a0St\u00e9phane Dion\u00a0says\u00a0the contracts with Saudi Arabia won’t be cancelled. They’re going to look at how future contracts are\u00a0approved. But we have rules in place. Do you think those rules were followed in the case
\nof Saudi Arabia?<\/p>\n

Cesar Jaramillo:\u00a0I am certain that there is a lack of clarity about the extent to which these rules were followed. A
\nrecurring theme with this contract has being a lack of\u00a0transparency. This contract has been shrouded in secrecy since it was announced\u00a0in December of 2014. You fast forward to today and there isn’t that much more that we\u00a0know about the details of the contract.<\/p>\n

BB:\u00a0According to\u00a0our own regulations<\/a>, the way that I understand it, Canada is only allowed to sell arms if there is no reasonable risk\u00a0that those arms will be used against civilians. Is there any way to determine whether Canada has made that clear in the case of Saudi Arabia?<\/p>\n
