The request centered around the\u00a0<a href=\"http:\/\/www.desmogblog.com\/sites\/beta.desmogblog.com\/files\/MOU%20Between%20Panama%20Canal%2C%20Lake%20Charles.pdf\" target=\"_blank\">Memorandum of Understanding (<span class=\"caps\">MOU<\/span>) the Port signed with the Panama Canal Authority<\/a>\u00a0in January\u00a02015.<\/p>\n<p><a href=\"http:\/\/www.desmogblog.com\/sites\/beta.desmogblog.com\/files\/MOU%20Between%20Panama%20Canal%2C%20Lake%20Charles.pdf\" target=\"_blank\"><img decoding=\"async\" src=\"http:\/\/www.desmogblog.com\/sites\/beta.desmogblog.com\/files\/Screen%20Shot%202015-12-27%20at%2012.39.26%20AM.png\" alt=\"Panama Canal, Lake Charles MOU\" \/><\/a><\/p>\n<p><em>Image Credit:\u00a0<a href=\"http:\/\/www.desmogblog.com\/sites\/beta.desmogblog.com\/files\/MOU%20Between%20Panama%20Canal%2C%20Lake%20Charles.pdf\" target=\"_blank\">Port of Lake\u00a0Charles<\/a><\/em><\/p>\n<p>The records offer an inside glimpse of how \u2014 as the\u00a0<span class=\"caps\">U.S.<\/span>\u00a0Federal Energy Regulatory Commission (<span class=\"caps\">FERC<\/span>) and\u00a0<span class=\"caps\">U.S.<\/span>\u00a0Department of Energy (<span class=\"caps\">DOE<\/span>) weigh environmental and energy policy concerns before handing out\u00a0<span class=\"caps\">LNG<\/span>\u00a0export permits \u2014 other federal agencies have proceeded as if the permits are a\u00a0fait accompli.<\/p>\n<p>They also further raise the specter that,\u00a0<a href=\"http:\/\/www.truth-out.org\/news\/item\/33239-the-federal-agency-behind-the-gross-expansion-of-fracking-pipelines\" target=\"_blank\">as some have highlighted<\/a>,\u00a0<span class=\"caps\">FERC<\/span>\u00a0and\u00a0<span class=\"caps\">DOE<\/span>\u00a0merely serve as rubber-stamp regulatory agencies in service to powerful industrial interests. Further, they demonstrate how\u00a0<a href=\"http:\/\/www.lngworldshipping.com\/news\/view,enlarged-panama-canal-gets-ready-for-lng_38770.htm\" target=\"_blank\">pivotal<\/a>\u00a0the proposed and\u00a0<a href=\"http:\/\/www.marinelink.com\/news\/expansion-complete-panama402565.aspx\" target=\"_blank\">nearly operational<\/a>Panama Canal expansion project is for the\u00a0<span class=\"caps\">LNG<\/span>\u00a0shipping industry moving\u00a0forward.<\/p>\n<h3>Missionary\u00a0Work<\/h3>\n<p>While the\u00a0<span class=\"caps\">LNG<\/span>\u00a0export company-heavy Port of Lake Charles signed an\u00a0<span class=\"caps\">MOU<\/span>\u00a0with the Panama Canal Authority on January 6, 2015, the emails date back to February 13, 2014.
