Breaking: Trans-Pacific Partnership Ignores Climate, Asks Countries to Volunteer to Protect the Environment<\/a><\/h3>\n

In March, the White House was touting the Trans-Pacific Partnership (TPP<\/span>) on\u00a0its blog<\/a>\u00a0stating:<\/p>\n

\u201c<\/span>Through\u00a0TPP<\/span>, the Obama administration is doubling down on its commitment to use every tool possible to address the most pressing environmental\u00a0challenges.\u201d<\/p>\n

Reviewing the environment section of the just-released\u00a0TPP<\/span>, one thing becomes quite clear. Climate change is not considered one of the \u201cmost pressing environmental\u00a0challenges.\u201d<\/p>\n

In the\u00a0summary of the environmental section<\/a>\u00a0posted by the\u00a0US<\/span>\u00a0government it doesn\u2019t mention the climate but does mention the \u201cenergy revolution\u201d under the heading of \u201cTransition to a Low-Emissions\u00a0Economy\u201d.<\/p>\n

TPP<\/span>\u00a0countries recognize that the world is in the midst of an energy revolution. The agreement includes commitments to cooperate to address issues such as energy efficiency; the development of cost-effective, green technologies; and alternative, clean and renewable energy\u00a0sources.<\/p>\n

And when it comes to Multilateral Environmental Agreements (MEA<\/span>s) the language promises \u201creinforcements\u201d to these commitments even though they \u201cmay lack binding enforcement\u00a0regimes.\u201d<\/p>\n

TPP<\/span>\u00a0countries are signatories to many\u00a0MEA<\/span>s covering a wide range of environmental issues. However, these agreements may lack binding enforcement regimes. By requiring\u00a0MEA<\/span>\u00a0implementation,\u00a0TPP<\/span>\u00a0provides valuable reinforcements to these\u00a0commitments.<\/p>\n

And, of course, there is the part about encouraging companies to volunteer to protect the\u00a0environment.<\/p>\n

The Environment chapter includes commitments to encourage companies to voluntarily adopt corporate social responsibility policies, and to use mechanisms, such as public-private partnerships, to help to protect the environment and natural resources.<\/p>\n

So, it appears that the\u00a0TPP<\/span>\u00a0doesn\u2019t consider climate change an important issue but as the world continues its \u201cenergy revolution\u201d that countries can volunteer to protect the\u00a0environment.<\/p>\n
