{"id":11769,"date":"2015-09-03T07:19:43","date_gmt":"2015-09-03T12:19:43","guid":{"rendered":"http:\/\/olduvai.ca\/?p=11769"},"modified":"2015-09-03T07:19:43","modified_gmt":"2015-09-03T12:19:43","slug":"prime-minister-harpers-inaction-on-climate-killed-the-keystone-xl-oilsands-pipeline","status":"publish","type":"post","link":"https:\/\/olduvai.ca\/?p=11769","title":{"rendered":"Prime Minister Harper\u2019s Inaction on Climate Killed the Keystone XL Oilsands Pipeline"},"content":{"rendered":"<div class=\"field field-name-field-bimage field-type-image field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<h3 id=\"page-title\" class=\"page__title title\"><a href=\"http:\/\/desmog.ca\/2015\/09\/02\/prime-minister-harper-s-inaction-climate-killed-keystone-xl\" target=\"_blank\">Prime Minister Harper\u2019s Inaction on Climate Killed the Keystone XL Oilsands Pipeline<\/a><\/h3>\n<div><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/desmog.ca\/sites\/beta.desmogblog.com\/files\/styles\/blog_teaser\/public\/blogimages\/4166269526_35a0bfd208_z.jpg?itok=3Wq-dwwA\" alt=\"Stephen Harper climate change\" width=\"200\" height=\"133\" \/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field-name-body field-type-text-with-summary field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<p>With\u00a0<span class=\"caps\">U.S.<\/span>\u00a0President Barack Obama expected to deny a permit to the Keystone\u00a0<span class=\"caps\">XL<\/span>pipeline this fall, Canada\u2019s oil industry is looking for someone to\u00a0blame.<\/p>\n<p>The National Post\u2019s Claudia Cattaneo\u00a0<a href=\"http:\/\/business.financialpost.com\/news\/energy\/keystone-xls-final-blow-from-barack-obama-could-come-by-labour-day-weekend\" target=\"_blank\">wrote last week<\/a>\u00a0that \u201cmany Canadians \u2026 would see Obama\u2019s fatal stab as a betrayal by a close friend and ally\u201d and that others \u201cwould see it as the product of failure by Stephen Harper\u2019s Conservative government to come up with a climate change\u00a0plan.\u201d<\/p>\n<p>The latter is the more logical conclusion. Obama has made his decision-making criteria clear: he won\u2019t approve the pipeline if it exacerbates the problem of carbon\u00a0pollution.<\/p>\n<p>Even the\u00a0<span class=\"caps\">U.S.<\/span>\u00a0State Department\u2019s very conservative analysis states the Keystone\u00a0<span class=\"caps\">XL<\/span>\u00a0pipeline would \u201csubstantially increase oilsands expansion and related emissions.\u201d The\u00a0<a href=\"http:\/\/switchboard.nrdc.org\/blogs\/aswift\/epa_comments_show_keystone_xl_.html\" target=\"_blank\">Environmental Protection Agency has agreed<\/a>.<\/p>\n<p>While Canada\u2019s energy reviews take into account \u201cupstream benefits\u201d \u2014 such as jobs created in the oilsands sector as a result of pipelines \u2014 they don\u2019t even consider the upstream environmental impacts created by the expansion of the\u00a0oilsands.<\/p>\n<p>For all the bluster and finger-pointing, there\u2019s no covering up the fact that Canada\u2019s record on climate change is one of broken\u00a0promises.<\/p>\n<h3>Oil and Gas Regulations Promised Since\u00a02006<\/h3>\n<p>Prime Minister Stephen Harper has promised since 2006 that he\u2019ll\u00a0<a href=\"http:\/\/www.pressprogress.ca\/en\/post\/stephen-harpers-crazy-timeline-oil-and-gas-regulation\" target=\"_blank\">regulate oil and gas emissions<\/a>. Those regulations still haven\u2019t materialized nearly a decade later \u2014and there\u2019s only one person to blame for\u00a0that.<\/p>\n<p>In recent years, Harper has taken the approach that Canada can\u2019t regulate its oil and gas sector unless the\u00a0<span class=\"caps\">U.S.<\/span>\u00a0does too. This argument is fundamentally\u00a0flawed.<\/p>\n<p>First, it presumes that Canada should outsource its climate policy to another country.
