And questions were raised about how the pipeline company\u2019s\u00a0financial dealings are set up\u00a0during<a href=\"https:\/\/puc.sd.gov\/Dockets\/HydrocarbonPipeline\/2014\/hp14-001.aspx\" target=\"_blank\">Public Utilities Commission hearings<\/a>\u00a0in Pierre, South Dakota this week where state regulators are tasked to decide if the company is capable of following the rules\u00a0the state set when the original Keystone pipeline permit was granted in\u00a02010.<\/p>\n<p>A team of lawyers representing Native American tribes and the grassroots group\u00a0Dakota Rural Action took the upper hand during the\u00a0proceedings\u00a0as they tried to have a TransCanada executive\u2019s\u00a0testimony impeached.\u00a0The proceedings took on a circus-like atmosphere when TransCanada was unable to prevent lines of questioning it didn\u2019t\u00a0like.<\/p>\n<p>The commissioners seemed unsure of its own procedures. At one point, Commissioner Gary Hanson expressed frustration that he was having trouble drawing a distinction between TransCanada\u2019s evidence and its advertising\u00a0statements.<\/p>\n<p>The testimony of TransCanada\u2019s key witness,\u00a0<a href=\"http:\/\/puc.sd.gov\/commission\/dockets\/HydrocarbonPipeline\/2014\/HP14-001\/testimony\/gouletexhibita.pdf\" target=\"_blank\">Corey Goulet<\/a>, president of Keystone Pipeline Projects, turned out to be an important centerpiece of the\u00a0hearing.<\/p>\n<p>In\u00a0<a href=\"https:\/\/puc.sd.gov\/commission\/dockets\/HydrocarbonPipeline\/2014\/HP14-001\/testimony\/goulettestimony.pdf\" target=\"_blank\">pretrial testimony filed by Goulet<\/a>, he stated the company would have no problem meeting the Commission\u2019s amended\u00a0conditions.<\/p>\n<p>However, TransCanada\u2019s promises to build safe pipelines have been called into question with several high-profile incidents involving its existing pipelines, particularly the corrosion problems with the Keystone 1\u00a0pipeline.<\/p>\n<p>A\u00a0<a href=\"http:\/\/www.desmogblog.com\/2015\/07\/28\/evidence-released-transcanada-s-keystone-xl-permit-renewal-hearing-sheds-light-serious-pipeline-risks\" target=\"_blank\">TransCanada &#8216;root cause analysis&#8217; document<\/a>, made available online by DeSmog on Tuesday, shed troubling light on the external corrosion encountered on the Keystone\u00a01.<\/p>\n<h3><span class=\"quo\">\u2018<\/span><span class=\"caps\">ROOT<\/span>\u00a0<span class=\"caps\">CAUSE<\/span>\u00a0<span class=\"caps\">ANALYSIS<\/span>\u2019\u00a0<span class=\"caps\">DOCUMENT<\/span>\u00a0<span class=\"caps\">CREATES<\/span>\u00a0<span class=\"caps\">HEADACHES<\/span>,\u00a0<span class=\"caps\">QUESTIONS<\/span>\u00a0<span class=\"caps\">FOR<\/span>\u00a0<span class=\"caps\">TRANSCANADA<\/span><\/h3>\n<p>When Goulet\u00a0was questioned about the significant corrosion discovered on the Keystone 1 pipeline in Missouri in 2012 \u2014 when the pipeline\u2019s wall had corroded in one spot to the thickness of a dime \u2014 he downplayed the incident, claiming that\u00a0none of the defects were close to rupturing.<\/p>\n<p>&#8230;click on the above link to read the rest of the article&#8230;<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>TransCanada Keystone XL Hits New Turbulence As South Dakota Permit Hearing Implodes Over Pipeline Corrosion, Market Demand Holes too big to fix were poked in TransCanada\u2019s narrative that its Keystone\u00a0XLtar sands pipeline will be the safest pipeline ever built.
