{"id":10183,"date":"2015-07-18T08:36:54","date_gmt":"2015-07-18T13:36:54","guid":{"rendered":"http:\/\/olduvai.ca\/?p=10183"},"modified":"2015-07-18T08:36:54","modified_gmt":"2015-07-18T13:36:54","slug":"bc-lng-deal-lets-petronas-off-hook-for-two-kinds-of-emissions","status":"publish","type":"post","link":"https:\/\/olduvai.ca\/?p=10183","title":{"rendered":"BC LNG Deal Lets Petronas off Hook for Two Kinds of Emissions"},"content":{"rendered":"<h3 class=\"title\"><a href=\"http:\/\/thetyee.ca\/News\/2015\/07\/17\/BC-LNG-Deal-Lets-Petronas-Off\/\" target=\"_blank\">BC LNG Deal Lets Petronas off Hook for Two Kinds of Emissions<\/a><\/h3>\n<p class=\"tagline\"><strong>Carbon &#8216;free pass&#8217; imperils BC&#8217;s climate targets, say critics.<\/strong><\/p>\n<p class=\"first\">The\u00a0B.C.\u00a0government plans to subsidize Malaysian gas giant Petronas to the tune of $16 million, in part due to a promise to exclude a significant chunk of the greenhouse gas emissions from the Pacific NorthWest\u00a0LNG project from compliance penalties, DeSmog Canada has\u00a0learned.<\/p>\n<p>British Columbia&#8217;s politicians are in a special summer sitting at the legislature right now to debate\u00a0<a href=\"http:\/\/www.cbc.ca\/news\/canada\/british-columbia\/political-lines-drawn-on-historic-lng-bill-1.3149750\" target=\"_blank\">Bill-30<\/a>, the Liquefied Natural Gas Project Agreements Act, which will allow the government to enter into a $36-billion agreement with Petronas and pave the way for B.C.&#8217;s first major liquefied natural gas export plant, located near Prince\u00a0Rupert.<\/p>\n<p>Under the terms of the 140-page deal, the province\u00a0would compensate\u00a0Pacific NorthWest LNG if future governments raise income tax rates for\u00a0LNG\u00a0operations, add carbon taxes that specifically target the industry, or make changes to rules on greenhouse gas emissions. That could result in the province<a href=\"http:\/\/www.cbc.ca\/news\/canada\/british-columbia\/political-lines-drawn-on-historic-lng-bill-1.3149750\" target=\"_blank\">paying out<\/a>\u00a0$25 million a year or more.<\/p>\n<p>While the compensation clause has commanded the lion&#8217;s share of attention, DeSmog Canada has learned that the B.C.\u00a0government has quietly excluded two sources of Petronas&#8217; carbon emissions from compliance standards, which will result in the province paying out millions of dollars in\u00a0subsidies.<\/p>\n<p><strong>&#8216;Under the radar&#8217; change<\/strong><\/p>\n<p><span class=\"Apple-style-span\">In promising the world&#8217;s\u00a0<a href=\"http:\/\/www2.news.gov.bc.ca\/news_releases_2013-2017\/2014ENV0092-001579.htm\" target=\"_blank\">&#8220;cleanest&#8221;<\/a>\u00a0LNG\u00a0facilities, Premier Christy Clark set benchmark requirements for the facilities&#8217; carbon emissions.
