In a sharp spotlight on the interplay between national security and individual privacy, newly disclosed documents have unveiled that the Department of Homeland Security (DHS) entered into a contract with the University of Alabama at Birmingham (UAB) in 2018 to develop a project, dubbed “Night Fury,” designed to analyze and assign “risk scores” to social media accounts.

The Brennan Center for Justice procured these documents through a public records request, and Motherboard was the first to report on them. Project Night Fury aimed at utilizing automation to detect and evaluate social media accounts for connections to terrorism, illegal opioid distribution, but also disinformation campaigns.

The DHS document stated, “The Contractor shall develop these attributes to create a methodology for developing a ranking, or ‘Risk Score,’ associated with the identified accounts.”

Project Night Fury had also planned on incorporating involvement from Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), Transportation Security Administration (TSA), and US Citizenship and Immigration Services (USCIS) to provide “cross-mission operational context,” according to one of the documents.

Experts had warned DHS about the inherent difficulties and biases involved in automated judgment for these matters, citing that characteristics like being “pro-terrorist” have no concrete definition.

Notably, DHS terminated Project Night Fury in 2019.

However, it underscores the agency’s continued interest in social media as a resource for analysis.

This comes in the wake of earlier reports of CBP utilizing an AI-powered tool, Babel X, for analyzing travelers’ social media at US borders.

While Night Fury’s focus was initially on “counter-terrorism, illegal opioid supply chain, transnational crime, and understanding/characterizing/identifying the spread of disinformation by foreign entities,” the documents indicate that UAB’s work was intended to “scale to other DHS domains” and “build next generation capabilities.”

In August, Meta CEO Mark Zuckerberg admitted on the Joe Rogan podcast that the FBI approached the company warning of “Russian propaganda” shortly before the Hunter Biden laptop story broke at the NY Post.

“Basically, the background here is the FBI, I think, basically came to us– some folks on our team and was like, ‘Hey, just so you know, like, you should be on high alert… We thought that there was a lot of Russian propaganda in the 2016 election. We have it on notice that, basically, there’s about to be some kind of dump of that’s similar to that. So just be vigilant,” Zuckerberg told Rogan.

Now, leaked documents provided to The Intercept reveal that government collusion with big tech goes much deeper.

The effort began in 2018, after former President Donald Trump signed the Cybersecurity and Infrastructure Security Agency Act in the wake of several high-profile hacking incidents, forming a new wing of DHS devoted to protecting critical national infrastructure.

The Department of Homeland Security is quietly broadening its efforts to curb speech it considers dangerous, an investigation by The Intercept has found. Years of internal DHS memos, emails, and documents — obtained via leaks and an ongoing lawsuit, as well as public documents — illustrate an expansive effort by the agency to influence tech platforms.

The work, much of which remains unknown to the American public, came into clearer view earlier this year when DHS announced a new “Disinformation Governance Board”: a panel designed to police misinformation (false information spread unintentionally), disinformation (false information spread intentionally), and malinformation (factual information shared, typically out of context, with harmful intent) that allegedly threatens U.S. interests…

The People Behind DHS’s Orwellian “Disinformation Governance Board”

A “Disinformation Governance Board” has just been created and is going to be run by the Department of Homeland Security. Their primary goal is going to be to “police” what is deemed to be “misinformation” or “disinformation.”

No clarification has been given as of yet as to what this policing will mean, but it has been pointed out that the creation of this new Disinformation Governance Board is going to have the full strength of the DHS behind it.

DHS Secretary Alejandro Mayorkas said, “the goal is to bring the resources of (DHS) together to address this threat.”

Nina Jankowicz has been chosen to head up the new disinformation office as the executive director.

America Is The 4th Worst Abuser Of Biometric Privacy Rights In The World

Does anyone really believe America is still the land of the free?
Since 9/11, DHS, the FBI, the CIA, and countless other alphabet soup agencies have turned the United States into a public surveillance monstrosity.
In 19 years, one terrorist attack has done what no one else could have dreamed of: turn America’s freedoms into a distant memory.
Abusing citizen’s rights and privacy used to be the hallmark of dictatorships and police states like the CCCP or North Korea.
A recent study conducted by Comparitech, rated 50 countries from best to worst at protecting citizen’s biometric data.
The study found that America is one of the world’s worst abusers of citizen’s biometric privacy.

“While China topping the list perhaps doesn’t come as too much of a surprise, residents of (and travelers to) other countries may be surprised and concerned at the extent of biometric information that is being collected on them and what is happening to it afterward.”

This really should not come as a surprise, because last year Comparitech revealed that American and Chinese cities lead the world in spying on their citizens. Last week, I wrote an article explaining how 2019 would go down as the year that facial recognition and corporate surveillance became commonplace in America.

Comparitech’s recent study on biometric privacy compared how 50 countries collect and use data to identify innocent people:

Many countries collect travelers’ biometric data, often through visas or biometric checks at airports
Every country we studied is using biometrics for bank accounts, e.g. fingerprints to access online app data and/or to confirm identities within the banks themselves
Despite many countries recognizing biometric data as sensitive, increased biometric use is widely accepted
Facial recognition CCTV is being implemented in a large number of countries, or at least being tested

U.S. Tourists Will Be Required To Turn Over Their Social Media History

The State Department will unveil new rules on Friday requiring most visitors or immigrants to the United States to turn over their recent social media histories, in accordance with one of President Trump’s key national security enhancements contained in his “extreme vetting” executive order.

In addition, travelers would be required to provide previous phone numbers, email addresses and a history of international travel from the preceding five years – as well as disclose any immigration problems they’ve had anywhere in the world, or any potential family ties to terrorism, according to the Washington Times.

Moreover, people from countries where female genital mutilation is common practice would be directed to a website to ensure that they know the practice is illegal in the United States.

The Friday publication will begin a “comment period” before the government finalizes the policies.

“This upgrade to visa vetting is long overdue, and it’s appropriate to apply it to everyone seeking entry, because terrorism is a worldwide problem. The aim is to try to weed out people with radical or dangerous views,” said Jessica Vaughan, the director of policy studies at the Center for Immigration Studies – who called the effort to discourage female genital mutilation “innovative.”

“The message needs to be sent that ‘we don’t do that here,’ ” she said.

Vaughan also says the State Department should also request information on whether female travelers intend to enter the United States in order to give birth – a practice known as “birth tourism” in which women visit the U.S. so that their child born on American soil is a U.S. citizen.

The Department of Homeland Security (DHS) has entertained plans to track the social media accounts of immigrants entering the country, however the State Department’s Friday proposal would apply to tourists and others entering the country on temporary visas. In all, some 14 million people would be affected by the request for information, according to the department.

Just in time for the weekend, the Associated Press reported on Friday that the Department of Homeland Security had notified 21 states earlier that day that their election systems had been targeted by malicious cyber actors. The states and DHS quickly jumped to the conclusion that Russia had ordered the cyberattacks, even though it was reported that the identity or identities of the perpetrators were inconclusive Yet, the news spread like wildfire after readers had been primed as reports of possible infiltartion of state election systems had circulated for nearly a year. Even so, for many states, the call Friday from the Department of Homeland Security was the first official confirmation that their election systems had, in fact, been targeted by hackers.

Federal officials said that in most of the 21 states, the targeting was preparatory activity such as scanning computer systems.

But in a stunning reversal – one which we doubt will put endless rumors of Russian cyberinterference to bed – the AP now reports that DHS has told Wisconsin that the Russian government was not involved in the cyber-targeting.

In an email to the state’s deputy elections administrator that was provided to reporters at the Wisconsin Elections Commission meeting on Tuesday, Homeland Security said that initial notice of Russian involvement was made in error. Also, as we noted at the time, the government did not originally assign blame to the Russians when news of the alleged “scanning” initially broke on Friday although most medias jumped at the opportunity to blame Putin.

Infuriated by the error, some state officials said that DHS should provide an expalanation for the errror, or at least issue an apology to state elections officials, who were understandbly unnerved by the news of Russian involvement.

Mainstream Media’s Russian Bogeymen

Exclusive: The mainstream hysteria over Russia has led to dubious or downright false stories that have deepened the New Cold War, as Gareth Porter notes regarding last month’s bogus tale of a hack into the U.S. electric grid.

In the middle of a major domestic crisis over the U.S. charge that Russia had interfered with the U.S. election, the Department of Homeland Security (DHS) triggered a brief national media hysteria by creating and spreading a bogus story of Russian hacking into U.S. power infrastructure.

DHS had initiated the now-discredited tale of a hacked computer at the Burlington, Vermont Electricity Department by sending the utility’s managers misleading and alarming information, then leaked a story they certainly knew to be false and continued to put out a misleading line to the media.

Even more shocking, however, DHS had previously circulated a similar bogus story of Russian hacking of a Springfield, Illinois water pump in November 2011.

The story of how DHS twice circulated false stories of Russian efforts to sabotage U.S. “critical infrastructure” is a cautionary tale of how senior leaders in a bureaucracy-on-the-make take advantage of every major political development to advance its own interests, with scant regard for the truth.

The DHS had carried out a major public campaign to focus on an alleged Russian threat to U.S. power infrastructure in early 2016. The campaign took advantage of a U.S. accusation of a Russian cyber-attack against the Ukrainian power infrastructure in December 2015 to promote one of the agency’s major functions — guarding against cyber-attacks on America’s infrastructure.

Beginning in late March 2016, DHS and FBI conducted a series of 12 unclassified briefings for electric power infrastructure companies in eight cities titled, “Ukraine Cyber Attack: implications for U.S. stakeholders.” The DHS declared publicly, “These events represent one of the first known physical impacts to critical infrastructure which resulted from cyber-attack.”

Department of Homeland Security / FBI Claim of Russian Hacking is Fake News

On December 29, 2016, the Hill posted an article discussing a 13 page report by the FBI and DHS claiming that their 13 page report was “evidence” of Russian hacking in US elections.

Wikileaks has repeatedly stated that the source of its leaks was a disgruntled Democratic Party insider.

However, President Obama issued a press release on December 29 2016 using the DHS-FBI report to justify increasing sanctions against Russia.

I therefore decided to see what the evidence was of Russian involvement in US Elections. The Hill article linked to this 13 page government press release as its proof of Russian hacking.

The government press release written by DHS-FBI did not mention Wikileaks in its report. Nor did the report provide any evidence of Russian hacking in the US elections. Instead, the press release stated that “technical indicators” of Russian hacking were in the “CSV file and XML file attached with the PDF.” However, there was no CSV or XML file or link attached with the PDF. I was eventually able to find these two files at this link.

To see the evidence of Russian hacking first hand, I downloaded the CSV file and converted it into a spreadsheet. The CSV file and the XML file both contained the same data. Here is the XML link to this data which can be viewed online in a web browser.

Both files provide a list of 895 “indicators” of Russian Hacking. Unfortunately, nearly all of these indicators are simply IP addresses. In other words, it is a list of 895 servers from from more than 40 countries around the world. But the list also includes a few website domain names. (Domain names are simply the name of the website such as Youtube.com). I looked up these website domain names with the the following tool which tells us who owns the domain names and where they are located:

Russian Hackers Said To “Penetrate US Electricity Grid” Using Outdated Ukrainian Malware

Two days after the DHS and FBI released a report revealing what the US agencies alleged was the government-controlled Russian operation behind the “hacking of the US election” which they dubbed “Grizzly Steppe”, and which had a peculiar disclaimer according to which nothing contained in the report should be taken at face value or was even credible after the DHS said it “does not provide any warranties of any kind regarding any information contained within”…

… overnight the crusade against “Russian hackers” continued following news that Russian cyberspecialists had managed to penetrate the Vermont electric grid, after a state utility, Burlington Electric, announced it had found a notebook computer containing the same malware code that the FBI and DHS had touted as linked to the Russian hackers.

According to WaPo, “Burlington Electric said in a statement that the company detected a malware code used in the Grizzly Steppe operation in a laptop that was not connected to the organization’s grid systems. The firm said it took immediate action to isolate the laptop and alert federal authorities.” On Friday night, Vermont Gov. Peter Shumlin (D) called on federal officials “to conduct a full and complete investigation of this incident and undertake remedies to ensure that this never happens again.”

As a reminder, this Thursday when Obama unveiled sanctions against Russia and announced the expulsion of Russian state workers in the worst diplomatic clash between the two nations since the cold war, concurrently the FBI and DHS released a joint report on the “Grizzly Steppe” a hacking operation which was supposedly linked to the Russian government, and alleged that it had targeted “US persons and institutions, including from US political organizations.”

FOURTH TURNING – SOCIAL & CULTURAL DISTRESS DIVIDING THE NATION

I wrote the first three parts of this article back in September and planned to finish it in early October, but life intervened and truthfully I don’t think I was ready to confront how bad things will likely get as this Fourth Turning moves into the violent, chaotic war stage just over the horizon. The developments in the Middle East, Europe, U.S., China and across the globe in the last months have confirmed my belief war drums are beating louder, global war beckons, and much bloodshed will be the result. Fourth Turnings proceed at their own pace within the 20 to 25 year crisis framework, but there is one guarantee – they never de-intensify as they progress. Just as Winter gets colder, stormier and more bitter as you proceed from December through February, Fourth Turnings get nastier, grimmer, more perilous, with our way of life hanging in the balance.

In Part 1 of this article I discussed the catalyst spark which ignited this Fourth Turning and the seemingly delayed regeneracy. In Part 2 I pondered possible Grey Champion prophet generation leaders who could arise during the regeneracy. In Part 3 I focused on the economic channel of distress which is likely to be the primary driving force in the next phase of this Crisis. In Part 4 I will assess the social and cultural channels of distress dividing the nation, Part 5 the technological, ecological, political, military channels of distress likely to burst forth with the molten ingredients of this Fourth Turning, and finally in Part 6 our rendezvous with destiny, with potential climaxes to this Winter of our discontent.

The road ahead will be distressful for everyone living in the U.S., as we experience the horrors of war, economic collapse, civil chaos, political upheaval, and the tearing of society’s social fabric. The pain and suffering being experienced across the globe today will not bypass the people of the United States.

Talk about poor timing. Then again, perhaps it’s brilliant timing.

Only now—after the Departments of Justice, Homeland Security (DHS) and Defense have passed off billions of dollars worth of military equipment to local police forces, after police agencies have been trained in the fine art of war, after SWAT team raids have swelled in number to more than 80,000 a year, after it has become second nature for local police to look and act like soldiers, after communities have become acclimated to the presence of militarized police patrolling their streets, after Americans have been taught compliance at the end of a police gun or taser, after lower income neighborhoods have been transformed into war zones, after hundreds if not thousands of unarmed Americans have lost their lives at the hands of police who shoot first and ask questions later, after a whole generation of young Americanshas learned to march in lockstep with the government’s dictates—only now does President Obama lift a hand to limit the number of military weapons being passed along to local police departments.

Not all, mind you, just some.

Talk about too little, too late.

The “War on Terror” Turns Inward – DHS Report Warns of Right Wing Terror Threat

What you are about to read from CNN is just the very beginning of the intentional demonization of a growing segment of the U.S. population that rightly believes the government is run by a collective of thieving, corrupt, immoral sociopaths. This isn’t speculation either, years of content on this site serves as definitive proof that this is true. Commingling dissent, violence and “right wing” ideology will be key in the ultimate division of government critics in these United States, and a successful attempt to scare people away from questioning a clearly degraded and parasitic status quo.

The writing has been on the wall for many years, and I’ve warned about this development on many occasions (links at the end). If Martin Armstrong’s model is correct, and the U.S. economy starts to move downward in fall 2015, dissent will spread across the land like brushfire and the status quo will call dissenters terrorists (they already did this during Occupy Wall Street). My advice to everyone listening is don’t fall for it, and instead unite together in order to achieve a peaceful societal and economic paradigm shift.

Sure, there will always be Neo Nazis and genuine racist crazies out there who hate the government merely because they are small-minded and filled with hate, but they are a small number compared to those who have genuine grievances against the system which are not being redressed. Stories like the following are pure government propaganda and are guaranteed to increase exponentially in the years ahead.

A few weeks ago, we reported that for some still unexplained reason, the US Treasury is ordering “survival kits” to its employees overseeing the federal banking system. To wit:

The Department of Treasury is spending $200,000 on survival kits for all of its employees who oversee the federal banking system, according to a new solicitation. As FreeBeacon reports, survival kits will be delivered to every major bank in the United States and includes a solar blanket, food bar, water-purification tablets, and dust mask (among other things). The question, obviously, is just what do they know that the rest of us don’t?

We still don’t know why. But what makes things even more surprising, and confusing, is that two days before the survival kit RFP soliciation became public on December 4, 2014, a just as curious notice was blasted by the Fed’s recruiting Twitter account:
